I want to disable a SAT

So that a SAT group can be executed without executing disabled SATs in the group

The benefits are that becomes easy to debug SAT errors, manage SAT groups, and have SATs that should only be run individually as part or a larger SAT group. Currently, this is only possible by moving SATs to other groups, which risks moving them back in the correct sequence.

The acceptance criteria is that a SAT can be disabled, so it is not executed when its SAT group is executed.

Priority is low.
