Option to allow Knowledge Activation Panels to open in new tab/window

As a Solution Builder

I want The option to allow KA links to open in a new window/tab - in the same way that you can force buttons set to "navigate to an element" to do so

So That:

• MAE users can open multiple documents from the same page without having to navigate back a page each time.
• I don't lose the KA activator icon if trying to replicate this functionality with buttons. 

Benefits More intuitive MAE navigation, further consolidation of alike features in MooD 

Acceptance Criteria:

1. "Open in a new window" tick box on back of reverse of KA pannel
2. Same controls as "navigate to an element" button e.g Specify size, model master etc.
