Freeform threshold fact editing improvements

As a Solution Builder

I want a UI review and from the perspective or re-use and maintenance of the freeform threshold fact editing window, e.g. when you have ~10 pick items sharing similar IF THEN ELSE and AREEQUAL(CommonSmartColumn)==DifferentValue blocks.

So That  Users can feel less claustrophobic, changing the common parts of the clauses is easier, and the execution order of statements isn't pre-determined by MooD, but by the user.

Benefits I can save oodles of time, lower maintenance, and get the job done right first time.

Acceptance Criteria 

1. maybe with a grid, or full-screen view

2. The ability to copy+paste or re-use fragments for better maintenance

3.  

   The IF/THEN/ELSE blocks are presented near the picks you're editing.  

4. I can manually order the pick items evaluation process, for both performance and ease of maintenance.
5. I can decide myself which pick item is the 'catch all'.
