Info Panel restriction when used in Model Masters

I believe this is a bug Setting an info Panel to add elements manually fails to display them in the model master view. The info panel itself appears to remove them following attempt to add! However they are displayed in the Model Master "instance" ie elements using this model master

  Hi Steven, I've just checked and it's because all Info Panels are empty when there is no Model Master test element.

  There is no distinction between an Info Panel which needs a subject to execute (e.g. if you chose "Children" as the Information Shown) or global information (e.g. when you have manually selected elements)

  We have created a Task to look at this problem (TFS:22584)
