Make repositories created from scratch truly empty

As a solution developer

I want newly created databases to be as empty as possible

So That I do not have to remove objects, fields and relationships the first thing when a new database is created.

Benefits: New database is truly "new".

Acceptance Criteria

1. Newly created databases do not contain anything other than the bare necessities (one user, one user group).
